Please notice that when your Pokemon reach levels 30-50, the chances of seeing rare Pokemon start to turn common. If you have powerful Pokemon with you, common Pokemon will get scared and will appear less. That is if you have weaker Pokemon, common Pokemon will be more common and the rare Pokemon will remain rare. As you can see there are hidden levels of rariety. It would make more sense to have a lower level of rariety for a second leveled evolution than a third evolution Pokemon. If you are confused you may PM me.
